With nargo 0.10.4 (specifically including noir-lang/noir#2436), you can now structure this project as a workspace and the library can still be consumed using the
directory = "lib"configuration.Ref noir-lang/noir#2362
This will also become nicer once we solve noir-lang/noir#2107
