Failure was the known #724 but we didn't have failure logs for it before, so that's useful -- I'll dig into it. The log is pretty good, I'll attempt to resolve |

lets merge and tag since this is breaking folks using Xcode 12 and pulling actors via the job scheduler which has a stable version |

Bumps swift syntax to stable version, this resolves issues for users depending on as on 5.3.
There's a pending radar for nicer tags still though which we'll need to get through to avoid pains with Swift 5.4 or 6
