Fixes #245

Adds basic config and instructions for

  • CircleCI using Ubuntu
  • GitHub Actions using Ubuntu
  • NPM/NPX instructions (with link back to configuring.md)

I have the first 2 workflows working in this repo and kurt uses the npx example I listed here
