Convert Acknowlegements to Contributors

- Add respec goo cribbed from clreq
- Add Richard to the contributors to the 2011 version
- Fix linking to where the "intro" material is in this document
- 'cite' TOOJ presentation (I didn't link to the YouTube video of one
  version)
- Move acks to contribs with appropriate IDs
