Created issue http://issues.apache.org/jira/browse/ZEPPELIN-2478 for follow up. I'd like to merge to master if no further discussions, while missing .appveyor.yml mark all PR build status fail. |

### What is this PR for? After appveyor ci is enabled for windows, PR build status shows red cross because of missing .appveyor. This PR add skeleton appveyor.yml. ### What type of PR is it?
