This commit adds the installation of the AArch64 Architecture Envelope Model (AEM) Fixed Virtual Platform (FVP) which can be used to test SME code generation functional correctness. It also adds the installation of a baremetal toolchain which can be used to for compiling functions to run on the FVP. Change-Id: If13d0cb07855ecf8c9e1c8cd0496c54678335d30
