[CI] [Hexagon] Update docker tag in jenkins

This patch updates the docker image tag used for ci_hexagon to a recent build that uses LLVM 14.0.0 release.

I will retag the image and push the docker image so we can test this PR. Here is the commands for reference:

Submitted #11607 which will run CI with the new docker image (and apparently since it's the same commit as this PR even gets linked to the CI runs here)

Please don't merge this since hexagon tests are skipped in the CI at the moment.
