Updating from 2.6.2 to 2.6.5 due to a breaking change in the protobuf package not being handled correctly by tensorflow dependencies: protocolbuffers/protobuf#10051. This was fixed in 2.6.5.

Oops forgot about the aarch64 install... looks like there is no 2.6.5 version available yet (https://snapshots.linaro.org/ldcg/python-cache/tensorflow-aarch64/)

ah okay great this is a better fix than my fix in #11546. however, it also needs to do this in aarch64. i'll check if we can adopt this approach there since it's late in UK.
