[CI][Hexagon] Update Hexagon Image to Ubuntu 20.04

Steps:

• Adapt scripts to Ubuntu 20.04: [CI][Docker] Update scripts for Hexagon CI image with 20.04 #10841
• Update hexagon SDK: [CI][Docker]Update Hexagon docker image to Ubuntu 20.04 #10932
• Build and validate new hexagon image: https://ci.tlcpack.ai/job/docker-images-ci/job/daily-docker-image-rebuild/
• tag and push the new image. tlcpackstaging/ci_hexagon:20220412-060358-aa5628692 has been validated.
• Update jenkinsfile: [CI]Update Hexagon Docker Image to v0.03 #10981
