Closing: This upgrade creates a peer dependency conflict. @typescript-eslint/parser@8 requires @typescript-eslint/eslint-plugin@8, but we still have @typescript-eslint/eslint-plugin@7.18.0. These packages need to be upgraded together in a coordinated PR.
