The default implementation of serialization UTF8String with Kyro may be not correct (BYTE_ARRAY_OFFSET could be different across JVM)

Test build #2056 has finished for PR 9704 at commit d40a251.

  • This patch passes all tests.
  • This patch merges cleanly.
  • This patch adds the following public classes (experimental):\n * public class JavaMultilayerPerceptronClassifierExample\n * class TypedColumn[-T, U](\n * class JavaTrackStateDStream[KeyType, ValueType, StateType, EmittedType](\n * public final class UTF8String implements Comparable<UTF8String>, Externalizable, KryoSerializable\n
