This is a follow up to #34610 to remove unnecessary test for ALTER NAMESPACE .. SET LOCATION. The test being removed is already covered by

spark/sql/core/src/test/scala/org/apache/spark/sql/execution/command/AlterNamespaceSetLocationSuiteBase.scala
