[SPARK-33471][K8S][BUILD] Upgrade kubernetes-client to 4.12.0

This PR aims to upgrade Kubernetes-client from 4.11.1 to 4.12.0

Why are the changes needed?

This upgrades the dependency for Apache Spark 3.1.0.

Does this PR introduce any user-facing change?

No.

K8s UT and IT passed. The Hive UT failure is irrelevant to this PR.

Although 4.13.0 is released a week ago (https://github.com/fabric8io/kubernetes-client/releases/tag/v4.13.0), this one is a good stepping stone for the future upgrade.

Merged to master for Apache Spark 3.1.
