Motivation
The GitHub issue template doesn't contain information about the Pulsar release policy.
This results in users reporting issues against old versions of Pulsar, which is a waste of time for everyone involved.
Optimally, issue reporters would first upgrade their Pulsar client and broker version to a supported version and if the problem isn't fixed, they would report the issue.
Modifications
Update the GitHub issue template.
