[fix][broker] Pass subscriptionName to auth service #17123

Motivation

Pass subscription name to the auth service.

Modifications

  • Update several methods that need to pass subscription name.

Verifying this change

This change is a trivial rework / code cleanup without any test coverage.

Can you help open a new PR to branch-2.10? There are a lot conflict when cherry-pick directly. @michaeljmarshall
