Test that validate the handling of various config permutations are an overkill for integration tests. This PR makes `testUpdateCatalogWithDisallowedStorageConfig()` and `testCreateCatalogWithDisallowedStorageConfig()` proper unit tests leveraging an on-demand in-memory service instances.
