Cleanup "Check md link" config

Description

This PR cleans up config for the "Check md link" Github Action

• Revert Temporarily disable external link checking #178 now that polaris.apache.orgis active
• Use use-quiet-mode: 'yes' as described in doc (See Link-check CI: only list errors #181 (comment))
• Enable check for all MD files in repo (See Use Github Action to check Markdown links in /docs & /regtests/client/python/docs #141 (comment))
• Run Github Action without filtering on specific paths
