What changes were proposed in this pull request?

Upgrade Zookeeper to 3.8.4 due to ZOOKEEPER-4799.

Thanks for taking care of this @adoroszlai! Beside the CI I set up a cluster and tested HttpFS gateway with creating a volume and it was successful.
