SCM tests are split in two package hierarchies:
org.apache.hadoop.hdds.scmorg.apache.hadoop.ozone.scmThis PR moves tests from the second one (
.../ozone/...) to the first one (.../hdds/...), since production code is also in that hierarchy.https://issues.apache.org/jira/browse/HDDS-10095
