What changes were proposed in this pull request?
This PR is adding back the functionality created in HDDS-2188, and reverted later when it turned out to be problematic in some cases reported by HDDS-2914, which is also fixed in the PR.

How was this patch tested?
The patch was running against the Hive TPC-DS dataset with the failing queries on my cluster, and also a test is added to check the expected behaviour in TestOzoneFileInterfaces#testOzoneManagerLocatedFileStatusBlockOffsetsWithMultiBlockFile test method.
