What changes were proposed in this pull request?
In HDDS-7560, we added the method
placementPolicy.replicasToRemoveToFixOverreplication()to select replicas to remove when a container is over replicated. This PR is to change the EC Over replication Handler to use that new method, and remove the existing logic from the handler class.What is the link to the Apache JIRA
