Adding How To for joining mxnet apache mailing list and slack channel details.

@madjam @mli @piiswrong - Can we review and merge this changes? This is an urgent requirement from Dominic to present in ApacheCon

our slack allows anyone has an apache.org email to join in without approve.

Cut this line because it's repetitive: "join the MXNet discussion (heading)... join the MXNet discussion (text)"

It's not good to have all the channels start with "On the ..."

Better to change the prompt above to
"Converse with the MXNet community via the following channels: "

Note those email addresses need to be mailto links (I believe Markdown (on GitHub at least) converts automatically), not code snippets.

Reason: "Join and contribute to" is redundant
