[COMMUNITY] add Jackie Wu as a new PPMC member

Please join me in welcoming Jackie Wu (@wkcn) as our latest Apache MXNet PPMC member. Jackie became a committer of MXNet in Feb 2019 and has since helped the project further as a technical contributor in many areas in the code base including the tricky ones.

Congratulations to @wkcn on this achievement and looking forward to working with Jackie in guiding the project!
