Adds dynamic libmxnet to CD pipeline

Description

Extends CD pipeline to also produce the dynamically linked libmxnet and post it to the artifact repository.

Pipeline works, with the exception of the python 2 tests for the CPU variant under the statically linked library. This is a known issue and unrelated to the pipeline here. Should be ok to merge, and the fix for the failing tests can be done in a different PR/effort.
