* Add Byteps backend for kvstore

* Add a temp launcher for byteps backend

* make the test fit for byteps kvstore.

* final workable test

* Remove trashy print and logs

* correct comment

* add hostfile for ci test

* add ci test for byteps kvstore

* add visibile devices for byteps-kvstore ci test

* add licenses for tools/byteps_launcher.py
