When cutting a branch should we also be bumping the MetadataVersion.LATEST_PRODUCTION constant?

Right now it's still set to IBP_4_1_IV1 both in trunk and 4.2

Agreed. We should update LATEST_PRODUCTION and the related comments accordingly. Perhaps we should file a patch to address this on trunk first, and then cherry-pick it to 4.2

I did a 4.2 PR (#20972) for bumping LATEST_PRODUCTION because I didn't need or want to define the 4.3 release in the 4.2 branch. I'll do a trunk PR shortly.
