What is the purpose of the pull request
REPLACE_COMMIT_ACTIONis used for different write operations like clustering, insert_overwrite or insert_overwrite_table. However, there is a difference between whether requested/inflight replace commit metadata has any content or not depending on the write operation. This PR attempts to fix that and avoid NPE due to empty replacecommit metadata. We should ideally have a standard for replacecommit metadata as pointed out in HUDI-1739.Brief change log
