[HUDI-3576] Configuring timeline refreshes based on latest commit

What is the purpose of the pull request

• Adding a configuration to guard timeline server timelime refresh based on latest commit. We are seeing flakiness wrt master CI runs. so, guarding this by a flag and setting default value to false. Might have to get to the root of it to find the right fix (which might take sometime).

Brief change log

Added a new config "hoodie.refresh.timeline.server.based.on.latest.commit" to enable refreshing of timeline server timeline refresh based on latest commit.

Verify this pull request

• Already original patch got landed which got tested a/ all existing tests. here we are adding just the config to guard the behavior.
