What is the purpose of the pull request

Fix FlinkOptions$URL_ENCODE_PARTITIONING optionBuilder error. This error is caused by missing .key() in optionBuilder of option URL_ENCODE_PARTITIONING and HIVE_STYLE_PARTITIONING_OPT_KEY.
