When Hudi choose Append save mode in Spark, basePath，basePath with special text will return error codes.
Example: " ...tmp/hudi-test/中文路径/hudi-table..." will return “...tmp/hudi-test/中æ��è·¯å¾�/hudi-table...”,
Cause Append failed
