Description of PR

Add a DynamicRouterRpcFairnessPolicyController class that resizes permit capacity periodically based on traffic to namespaces + minor fixes to make it work with HDFS-16539

How was this patch tested?

Unit tests, local deployment + modelling for performance improvement.

For code changes:

Added a few fixes in comparison with #4168

Fix dead executor when dynamic controller is created more than once
Controller refresh does not work with dynamic controller
