[FLINK-38332][python] Bump pemja to 0.5.5

What is the purpose of the change

Since pemja 0.6 introduce some incompatible changes, we backport the bugfix from pemja 0.6 to pemja 0.5.5. This pull request will upgrade pemja to 0.5.5
