feat: API 32 support

Motivation and Context

Google is seemingly allowing apps targeting API 32 to be published, so we can by default target API 32.

If users are not ready to target API 32, they can use <preference name="android-targetSdkVersion" value="31" /> to target API 31.

Description

Updated default SDK version target & minimum required build tools.

Testing

• Ran npm test
• tested hello world template app
• Also tested against a real world production app
