breaking: drop jcenter/bintray & update dependencies

Motivation, Context & Description

• Remove JCenter usage
• Remove Bintray usage
• Replace & Upgrade com.g00fy2:versioncompare:1.3.4 with io.github.g00fy2:versioncompare:1.4.1
• Update all repositories definitions with:

repositories {
    google()
    mavenCentral()
}
