This is part of AIP-78. It is a dep that is designed to make tasks not run if they are in a backfill dag run. No longer needed.

I guess instead of asking why this is no longer needed, why was this ever needed? |
It was part of the set of Its effect was to prevent backfill dag run TIs from being queued by the scheduler. |
