Leverage Amazon Verified Permissions to check user permissions related to variables in AWS auth manager. This PR is the first one to implement a
is_authorize_*method in AWS auth manager, and as such create all the blocks to communicate with Amazon Verified Permissions. The future PRs implementing the otheris_authorize_*methods will use these blocks and should be smaller and more straightforward.^ Add meaningful description above
