sync: mirror Slime #2432 Straw replay and queue changes

Scope

• Stack on WIP: sync Slime persistent rollout queue (#2410, #2426) vllm-project/vime#456; mirror Remove obsolete Straw queue limits THUDM/slime#2432 at bbba9465026f5c16064201d3c84d4552dcf7df57.
• Remove obsolete Straw task limits; require straw-queue>=0.1.2; preserve archive records during train-only replay, metadata validation, and source queue isolation.
• Mirror score-centering validation/vectorization and NCCL expert-transfer fence.
• Translate docs and register new CPU tests in Buildkite. The pre-existing SGLang binary-response test is engine-specific and is not copied; Vime uses vLLM transport.

Local validation

• 126 targeted CPU tests passed (Straw transport, archive/retry, argument validation).
• 2 fully-async SIGKILL/recovery tests passed.
• Earlier broader 273-test run: 267 passed, 6 replay tests initially failed because the replay queue namespace was missing; after mirroring the upstream namespace change, all 6 passed.
• Black, Ruff, isort, compileall, and git diff --check passed.

Pending

• Candidate image build, GPU E2E, and full six-suite Buildkite gate. Parent WIP: sync Slime persistent rollout queue (#2410, #2426) vllm-project/vime#456 Buildkite #1376 remains active; do not merge or publish latest before full validation.

Candidate AMD64 image built as a one-layer update from vllm-project#456's immutable image (same patched vLLM base): aosheninferact/vime@sha256:1ad4d005f6c5f6b0d6e38b16e821fa525021bc5d6deeeea644e3047463453113. The image contains source commit 92cd9f43405d676e36e1fa9d242af1ab070af0b6 and straw-queue==0.1.2; pushed to Docker Hub. Inside that exact image, 86 Straw transport/archive/retry CPU tests passed (one pre-existing CPU-import isolation test intentionally deselected because an installed vLLM image cannot test its no-vLLM premise). Full GPU matrix remains pending H100 capacity and parent vllm-project#456 build #1376.
