Problem

refactoring test-checks.sh

Summary of Changes

• remove useless env printing
• remove useless cargo-hack check
• combine sorting command
• simplify rust version setup
• get faster check can happen earlier
• only do-audit when it's a ci run
• install missing tools if it's a non-ci run
