Problem
the svm transfer integration tests dont currently cover fee-only blockhash-based transactions
Summary of Changes
add this test case. wanted to split this out from related work in #2702 because im not sure if it will make it into the same version as fee-only txns
(also remove the
_fee_onlyfrom the nonce test names, which was cute when what followed in the generated test name was_trueor_falsebut these are getting more complicated)
