The Github runners for Macos are unreliable. We get crashes, hangs, and time-outs for all sorts of stages of the build. Not sure the best way to proceed here.

One option for Macos is to just do a compile/link and skip the test of the parser. I haven't ever seen a run of the parser that fails on Macos but succeeds on one of the other two OSes. This won't fix crashes in steps other than "Test", but it's better than waiting or resubmitting constantly until we get a run that works.
