docs links, cleanup, README update #392

SUMMARY

Needs #391

This PR:

  • removes the README and RST files from docs/
  • updates the main README to link to the rendered documentation plugin list (which is now live!) instead of manually listing content
  • enables "edit on github" and some communications links in the rendered docs (this will take effect for docs.ansible.com too)

Some of this may be opinionated, edits/suggestions welcome.
