Mirror the tree-sitter upstream workflow setup so tag pushes produce WASM and source tarball release assets with attestations. Add a modern tree-sitter.json manifest and refresh package metadata to align artifact and file-type declarations, including EDN.
…BI version 15) Refresh generated parser artifacts so CI generation checks pass with parser-test-action defaults. Include updated runtime headers emitted by modern tree-sitter when rebuilding the grammar.

What does this PR do?
This PR adds required files to automatically generate WASM artifacts via CI/release GHA workflows using the official and shared tree-sitter GitHub Actions workflows.
How did you verify your code works?
Once triggered by a tag push and successfully generated, WASM artifacts will become available in Releases: https://github.com/anomalyco/tree-sitter-clojure/releases.
