Windows won't allow gdb to open to file while we have it open. Bug: android/ndk#46 Change-Id: I5dcee7c70a582e94c472d6d09bf79c2616ea76fa (cherry picked from commit a0f6249)

multiprocessing on Windows is unhappy with start_gdb being in a local scope: pickle.PicklingError: Can't pickle <function start_jdb at 0x02973970>: it's not found as __main__.start_jdb Bug: #46 Change-Id: Id0e9eaa05393b7451b3dcdfa21242bc82529414e

On Windows ndk-gdb.py script from android-ndk-r11b always fails with the following error message:
