Installs a temporary, actor-gated dispatcher required because repository policy routes workflow changes through pull requests and connector-authored push commits do not emit a GitHub Actions run.
The dispatcher accepts only the same-repository
tmp/pr91079-finalize-20260826head owned by user ID84248988, exposesworkflow_dispatchon the exact finalizer at both default and execution refs, then dispatches that ref. The finalizer itself still owns candidate composition, the real packaged-Windows rebuild witness, and force-with-lease publication of upstream NousResearch#91079 only after the witness succeeds.This PR contains no product code and will be removed after exact publication receipts are read back.
