Merges 20 upstream commits. Notable: time labels update again under the React Compiler (pingdotgg#21026), a snoozed thread wakes in the open chat (pingdotgg#21019), and opening a large database no longer blocks startup (pingdotgg#21122).

Conflicts:

• AdaptiveWorkspaceLayout.tsx (mobile): kept the fork's useNewThreadNavigation (cloud placement) and added upstream's useOpenThreadPullRequests.
• ScheduledTasksSettings.tsx: kept the fork's cloud target label and took upstream's ScheduledRelativeLabel.
• Sqlite.test.ts: took upstream's rewritten stats test. It now asserts that stats are dropped, so the fork's sampled-figure note no longer applies.

Upstream's new mobile React Compiler coverage ratchet flagged three fork-only cloud files (try without catch). They're added to its known-bailouts list, the same way upstream lists its own.
