change: Add TagBot workflow

Description of changes: Adds the workflow for TagBot. This won't be triggered until we onboard to the TagBot action and start registering and tagging versions at a Julia registry like General that has its TagBotTrigger workflow enabled.

Testing done: N/A (this is the standard workflow format)
