qiskit-experimentsis pinned strictly below version 0.5.0 because of Speed up 1Q/2Q RB qiskit-community/qiskit-experiments#982 that introduced an alternative transpilation path that bypasses the backend's transpilation directives (plugin, configuration, etc.).
