  • change back to defaulting to not underlining any links by default
  • add option on a per use basis to turn underline on

Yesterday we turned on underline on all links in the component by default, but realised that this isn't ideal, particularly when the links are numbered. Since we only (for now) want underline on guide chapter navigation, this option will let us turn it on where needed.
