datasource.ds1.file.file 加载本地规则文件，打包后报错

1、加载类路径下的规则，本地启动没有问题，打包在linux运行会出现问题

2、会说文件找不到

3、究其原因是因为用了ResourceUtils.getFile("classpath:flowrule.json"); 如何解决
