Can't install. AppData is hidden.

a. AppData is hidden...
I ran the install .exe. My AppData folder is hidden. I can't install the app because the popup doesn't show the folder and there is no place to put the path to the plug-in location:

C:\Users\Owner\AppData\Local\Programs\GIMP 3\lib\gimp\3.0\plug-ins

b. un-hid AppData:

get this now:

Error invalid GIMP plugin folder
C:\User\Owner\AppData\Local\Programs\GIMP
3\lib\gimp\3.0\plug-ins\lib\gimp\2.0\plug-ins.

Looks like your installer is still trying to install in 2.0 folder with "\lib\gimp\2.0\plug-ins".
